oolong tea dragon actualy "long" is chinese word for dragon aswel so: long Long with oolong ! so the colors are green/blue because its a color of that tea and mane is in color of tea leaves. Its more colorful irl and greenish fur is more visible :/ Testing mixing of various tools. Watercolors, aniline watercolors, goauche, black oil pen, metalic pigments and lot of salt on watercolor paper. Random character.
i am not sure if i understand your question completely but technique is described in artists comment its a mix of several tool based on their ability to cover. Underlayer is done with watercolors and anilines with salt to make effect visible in background and dragon itself is colored over that layer with tempera (or goauche its same translation).
